Leslie Dunkley – President
Leslie Dunkley brings over 25 years of expertise in the human services field, including 22 years of dedicated service at Woods. She’s passionate about maintaining and enhancing the quality of care provided in Woods’ residential services and ensuring that each program provides exceptional care for every individual it serves.
She earned her Master’s degree in Non-Profit Leadership and Population Health from Philadelphia College of Osteopathic Medicine and a bachelor of science degree from Kutztown University. Email: leslie.dunkley@woods.org
Julia D. Pfister, PHR – Senior Vice President of Human Resources
Julia Pfister’s responsibility is to provide vision for and lead all functions of the Human Resources department. She has over 20 years of experience in the field. Before coming to Woods in 2001, Ms. Pfister served as Senior Consultant Human Resources Manager for Comsys Information Technology Services.

George Richards – Executive Vice President Chief Financial Officer
George Richards is the Chief Financial Officer for Woods Services. George started working at Woods in August 2020 originally in shared services and transitioned into the Chief Financial Officer position December 2023. He has worked in accounting for more than 35 years. His involvement with numerous nonprofits has brought him joy and fulfillment by allowing him to give back to the community and significantly impact social and human issues.
In addition to working at Woods Services, George also serves in other positions within the Woods System of Care. George is currently the Chief Executive Office/Chief Financial Officer for Archway Programs and Chief Financial Officer for Legacy Treatment Services. George is also a board member at Allies.
He holds a Bachelor’s in Accounting from LaSalle University, a Master’s in Taxation, and Master’s in Business Administration from Philadelphia University. Email: george.richards@woods.org
Program Leadership
Beverly Hock, MEd – AVP of Adult Residential Services
Beverly Hock works in partnership with other disciplines to ensure the highest quality of care to the adults Woods supports. She leads the residential management teams to always strive for improvement and to find ways to make things better. Bev has worked for Woods since 1986, starting in the Recreation Department. Although the bulk of her career has been in the Mollie Woods Program, she has also served in management roles in the Woodlands and Beechwood programs.

Abraham B. Kamara, MHA – VP, Residential Services
Abraham B. Kamara is responsible for program development/operations and quality management of residential services in the children’s program. He plans, implements, and monitors an interdisciplinary approach to service delivery and ensure compliance with licensing, accreditation, regulations, and standards. He also develops, implements, and monitors management systems that ensure quality services and programs for individuals served. He has dedicated more than 25 years of his career at Woods Services in different roles, including direct care, supervisor, residential manager, program director, and now assistant vice president of the children’s program. Kamara received a Master’s in Healthcare Administration from Strayer University, and a Bachelor’s in Business Administration from the University of Liberia. Email: abraham.kamara@woods.org
Joe Kovalcheck, MBA – VP, Performance and Quality Management Department
Joe brings a unique and comprehensive perspective to Woods Services, supported by more than 30 years of experience in children’s and behavioral residential programs. He began his career as a direct care staff member and advanced through every level of management, gaining firsthand insight into the expectations and challenges associated with each role.
Joe currently oversees the Performance and Quality Management Department, which includes Licensing, Compliance and Records, and Investigations. He also tracks compliance with the standards established by national accrediting bodies such as the Council on Accreditation (COA) and the Commission on Accreditation of Rehabilitation Facilities (CARF) as well as other regulatory entities. Joe values collaboration and works closely with team members across the organization to enhance services and improve outcomes for all individuals at Woods.
Joe’s deep understanding of the individuals supported by Woods allows him to effectively champion for residents and staff. He actively drives program development by providing impactful feedback and training, educating new staff members, recommending measures for strengthening operations, and modeling compassion, integrity and professionalism.

Keelin Milligan, PsyD – Clinical Director
Keelin Milligan is a licensed psychologist in the state of Pennsylvania. She oversees the clinical and behavioral health treatment programs for individuals diagnosed with autism spectrum disorder, intellectual and developmental disabilities, and other mental health conditions living in Woods Community Services’ community-based group homes as well as in the Mollie Woods on-campus adult residential program. Dr. Milligan has worked in numerous clinical treatment facilities throughout her career, including inpatient psychiatric hospitals, residential treatment facilities, schools, medical hospitals, outpatient clinics, and in-home based therapy services, supporting children, adolescents, and adults with various mental and behavioral health diagnoses.
Monica Moser – VP for IDD Strategic Initiatives & Acting Executive Director for Beechwood NeuroRehab
Monica Moser has a strong foundation in nonprofit leadership, program operations, quality assurance, regulatory compliance, and risk management. Monica is passionate about creating safe and supportive environments that promote the well-being and growth of the individuals served, while ensuring high-quality programs designed to ensure success and fulfillment. Monica also takes pride in her commitment to cultivating a positive culture for employees, prioritizing growth, wellness, and professional development.
Ms. Moser received her B.A. in Education from Holy Family University and her M.S. in Nonprofit Leadership and Population Health Management from Philadelphia College of Osteopathic Medicine. Email: monica.moser@woods.org
Mary O’Neill M.Ed. – Vice President of Education
Mary O’Neill is an experienced school administrator with a demonstrated track record of driving educational excellence and fostering a positive learning environment. Mary’s leadership abilities and practical communication skills have resulted in collaborative relationships with staff, students and parents, resulting in improved academic outcomes. Mary’s experience in the field of special education includes several decades as a teacher in the Philadelphia School District, supervisor of special education in the Phoenixville Area School District and as the Director of Student Services in Washington South Supervisory Union in Vermont.
She received her Master’s in Education from Lock Haven University, K-12 Principal Certification from University of Pittsburg, K-12 Special Education Supervisor Certification from California University of PA and a Bachelor’s in Special Education from Chestnut Hill College. Thea Taimanglo, MS – Vice President of Adult Services and Case Management
Thea Taimanglo, oversees adult case management and day programs to include The Woods Enterprises vocational services center, The Holland Enrichment Center, Brookwood Adult Day Center and Woods’ social enterprises. A social enterprise is a business with a mission and Thea in collaboration with her team initiated the development and expansion of three: Yellow Daffodil Flower and Gift Shop, Woods Wear print shop and Common Grounds Café and Market.
Beginning her career with Woods Services over 25 years ago, Thea’s career advanced from her initial role as a Certified Recreation Therapist to culminate as VP of Adult Services. In her tenure with Woods she has held leadership roles in recreation, residential, and day programs. She continues to be inspired daily and dedicates her days to diversifying programs and building inspired teams to ensure those Woods supports also have meaningful days, quality relationships and choice across their lifespan!
